A New York State law that makes it a misdemeanor to operate a game of chance was cited in the indictment. The law is as follows:

The Unlawful Internet Gambling Enforcement Act (UIGEA) was invoked to add to the existing charges of wire fraud. The New York law does not mention the internet but was still used as a part of the Black Friday indictments.
